Abstract

This article explores the intelligence- gathering, assessment and target identification processes and methods used on operations in Iraq and Afghanistan. Specifically the focus is on the pioneering efforts of General Stanley McChrystal who, whilst commander of the Joint Special Op- erations Command (JSOC) in Iraq, sought the reorganisation of the intelligence-gathering, analy- sis and distribution cycle into Fusion Cells so as to map insurgent networks quickly and preferably in real time. Pioneered in Baghdad and subse- quently applied in Afghanistan, the speed at which data was processed and turned into action- able intelligence made it possible to launch several special forces raids on insurgents on a nightly ba- sis. This increase in operational tempo, helped JSOC defeat insurgent networks before they might organise themselves to make an attack. This article develops this theme further and asks how the claims made about the success of JSOC relate to the wider ambitions embodied in a counterin- surgency campaign where the goal is to develop political solutions to intractable conflicts.
