The overall purpose was to learn from experience elsewhere in Europe (Denmark, France and Germany) and to identify best practice and inform the development of policy and practice in England. The project aimed to understand better the ways in which care entry can be prevented, or planned and supported and also aimed to consider the role of social pedagogues and social pedagogy in this work. Experts in childrens services in Denmark, France, Germany and England were commissioned to act as partners in the research. They prepared knowledge synthesis reports for their countries and facilitated interviews in continental Europe. The study also included secondary analysis of population data on looked after children. Interviews were conducted with 105 people across the four countries and included policy makers, service managers and practitioner and representatives of other agencies who work with the target group.
