Additional Information: This paper contributes to the recent political economy literature on institutional change. The author engages in a theory-building exercise by addressing the question of why formally similar corporatist-type institutions in East Central Europe function differently across national contexts. Drawing on game theory and combining insights of rational choice and historical institutionalism, the author develops a testable, strategic model that links the functioning of these institutions to power balances that become mutually accepted through repeated interactions between government and organised labour. This is a refereed paper in a prestigious and highly cited working paper series, which ensures its quality through a rigorous review, involving external referees. The paper presents the theoretical framework of a book manuscript that has been reviewed favourably by Cambridge University Press, and for which the author is currently preparing final revisions. This theoretical framework also provides the basis for a larger collaborative project on distributive politics and social pacts in Europe, which is part of the integrated project on New Modes of Governance funded by the EU's Sixth Framework Programme.
