This paper explores the international data on widening participation in higher education. Highlighting gender, the university expansion in sub-Saharan Africa is compared to that of other world regions. The massive expansion rate in sub-Saharan Africa is explored in depth with data used to examine the gender dynamics of the higher education transformation. While the data indicate increased female enrolments and greater distributional social justice, a gender analysis of patterns of subject choice raises concerns about relational social justice. This is used to reflect on the extent to which the university structure and cultures have changed to accommodate the new kinds of students that are gaining admission. The paper makes a significant contribution to international research and policy on widening participation and was the basis of an invited keynote lecture on Gender, Higher Education and Development at Oxford University.
