Abstract
A comparison is provided of the design and operation of regulatory institutions in the UK, USA, France and the Federal Republic of Germany in the field of food additives. Significant similarities and differences are highlighted and particular attention is paid to the ways in which the institutions cope with scientific uncertainties and conflicts of interest. Hypotheses are subsequently explored which suggest standards by reference to which `best practice¿ could be developed.
