Notes

The paper demonstrates that the possible short-term efficiency gains from introducing market-like mechanisms into university research in Europe may be more than offset by negative but unintended long-term consequences, such as an intensified `Matthew effect¿. The paper argues for a more balanced and distributive set of policy choices.
