Abstract
This paper places the BSE crisis in the UK in the mid 1990s in a longer-term and wider (EU and global) context. In policy terms it argues for more separation of powers, better use of experts and more democratic decision-making in risky environments. Prof Millstone led the project from which this study stemmed and contributed over half of the writing.
