Negotiations on an association agreement between the European Union and Ukraine

The Association Agreement, which is currently being negotiated, is destined to become the key treaty between Ukraine and the European Union in the coming decade. It will provide the legal basis for the relationship, the institutions which will essentially fashion that relationship and the framework within which Ukraine's European integration will take place. The importance of this treaty therefore cannot be overstated. It is worth remembering that it was the negotiation of the Association Agreements between the EU and the countries of Central and Eastern Europe, which put these countries on the road to full membership of the Union. This paper analyses in the first place the attitude of the new government of Ukraine to European integration and that of the EU member states and institutions towards Ukrainian integration. It then considers the structure of the agreement, indicating the key parts of the agreement in terms of the modernisation of Ukraine’s law, economy and political practice. It looks at the latest state of the negotiation and analyses the key problems which remain to be solved.
