This chapter presents a critical overview of the emergence of low-fee private schooling in India against a backdrop of state calls for Education for All and increased quality. The chapter makes an important contribution in providing a critical analysis of India's policy initiatives for quality education without clear strategies or aims. It also traces India's history with free and compulsory education for all from the late 1800s to the present day. The chapter resulted from a report Srivastava was invited to write for the Government of India on the policy context on and policy recommendations resulting from increased privatisation based on her research on low-fee private schooling. As a result of the report's impact, she was invited to submit a chapter (subject to review) to the volume by one of the co-editors.
