Additional Information:	This is a report reviewing data, trends and drivers of trends. It does not makes policy recommendation; there is a later Final Report which is "of" government, ie, makes policy recommendations following collective Cabinet agreement. However, this interim report sets the scene for the final document by providing the substance of the empirical evidence and analysis on which the later policy recommendations are based. It draws of a mixture of primary qualitative data analysis and quantitative reanalysis of secondary data. SS co-wrote all the chapters (with officials on his staff) and edited the whole report: thus, a clear majority of the report is his work.
