This chapter reports partly on the author's DFID-funded doctoral research. It also contains original analysis of MUSTER Project data collected from several countries that is not written up elsewhere. It is innovative in bringing together theoretical insights from the field of special/inclusive education and literature on multigrade education. These are integrated to show how a broader understanding of teachers' current practice in addressing diverse pupil needs can contribute to the major international drive towards achieving Education for All in developing countries. In particular, it contributes to debates on the content of teacher education programme design and curricula.
