Additional Information: | Chemical and biological weapons (CBW) have not generally been encountered by mass civil demonstrations etc. on the scale of nuclear weapons. In asking why that should be so, this interpretative historical account establishes that the deployment of science and technology in the governance of CBW has substituted for `global civil society'. |
