Additional Information: This controversial paper has attracted extensive attention for its finding that medicinal biotechnology has been slow to develop significant new products, in contrast to wildly optimistic expectations of governments and others. The latter have however been slow in their turn to react to the papers implications. Dr Hopkins took the lead in drafting this final version of the paper, amounting to 40% of the overall work content.
