Additional Information: Rose took the lead in the analysis and writing of chapters 4, 5 and 6, drawing on fieldwork that she led in 4 of the countries included in the analysis. She was also co-author to the conceptual framework presented in chapter 1. Along with the other authors, she contributed to the overall structure and arguments of the book. The research was undertaken in collaboration with ministries of education in the countries, providing the opportunity for the research to be influential in policy formulation. The book has received very positive reviews in the Journal for International Development (Roberts), and Journal of African Economies (McMahon) including: `This is a goldmine of specific insights that can be mined for years to come by those concerned with basic education in bilateral and international aid agencies, sub-Saharan African governments and those costing EFA worldwide.'
