[Blog] COP27 did not seize the opportunity to open the debate around States’ greenhouse gases emissions accountability

As they point out, this system enables developed countries 'to ‘offset’ their GHG emissions by transferring emission-intensive industries to developing States, which may use less clean production methods'. This question has generally been overlooked and was not debated at #cop27 despite its crucial importance in addressing the climate emergency. As the authors argue, 'allocating responsibility, deciding who should be responsible for what is a political choice. Accountability methods are not immutable and deserve to be openly debated.'
