In this paper, we enlighten you about the different systems of accountability for States' GHG emissions and how the production-based system currently in use might not be the most equitable. As they point out, this system enables developed countries 'to ‘offset’ their GHG emissions by transferring emission-intensive industries to developing States, which may use less clean production methods'. This question has generally been overlooked and was not debated at #cop27 despite its crucial importance in addressing the climate emergency. As the authors argue, 'allocating responsibility, deciding who should be responsible for what is a political choice. Accountability methods are not immutable and deserve to be openly debated.'
