Abstract
Studies to articulate a child‟s capacity and agency to contribute and act within the disaster context (pre, during and after) are growing. However with this interest in child participation from the DRR field there is a need to better understand how children can become effectively engaged in articulating their needs, identifying solutions and taking action to reduce disaster risk in ways that do not expose them to increased personal risk. Drawing on the national government context for DRR and child centred policy alongside empirical studies of work led by Plan El Salvador, Plan Philippines and World Vision Philippines this report reviews child-centred DRR in both countries to unpack the elements of the enabling environment.
