Additional Information: This peer reviewed book includes studies across seven countries in Africa, Asia and Latin America. It develops original analysis of finance and cost data and presents various options to support expanded participation. Preliminary work was presented at the Global Forum for Education for All in Dakar, and at several subsequent Minsterial and donor meetings. The book is widely cited in teaching on educational finance and planning courses including those of the International Institute of Educational Planning in Paris. It was discussed at the meeting of donors to Africa in Mauritius and in workshops of the Association for Educational Development in Africa (ADEA) in Dakar. The book influenced the development of the World Bank Secondary Education in Africa programme.
