Additional Information: This paper tackles the unequal provision and `digital divide¿ usually overlooked in assessments of computer ethics, by adopting the capability approaches of both Amartya Sen and Martha Nussbaum to bring in issues of human needs and values. The article is one of several from SPRU independently finding the capability approach effective in handling inequality issues, though still with some practical problems.
