Additional Information: This major policy statement by the co-directors of the Harvard-Sussex Program (including Prof Meselson from Harvard) advances a draft convention to criminalise individual activity relating to CBWs. Existing conventions cover only the activities of states but there is a rising need to prohibit activities by individuals.
