Abstract

Significant developments have taken place over recent years in the legal and policy framework for childrens participation in decision-making and the role of advocacy within this context. Whilst there is much here to be welcomed, there are also emerging concerns about the nature and direction of advocacy for children and young people in public care. This paper draws on evidence from an empirical study of childrens participation in statutory reviewsone of the key arenas for decision-making relating to looked after childrenin order to consider critical themes identifiable within the developing field of child advocacy.

Additional Information: This paper arises from an empirical study of children's participation in statutory reviews. Emerging critical themes are used to interrogate the nature and direction of law, policy and practice in the rapidly developing field of child advocacy. The analysis has informed advice to government by a leading children's charity and has been commended as worthy of close attention by policy-makers. The paper has methodological impact, giving a critical account of an innovatory, emancipatory research approach. Conference papers presented in Germany and Italy have established the work as a major reference point which substantially advances international understanding of child advocacy policy.
